Why does System Status report the battery state as "charging" while my iPad displays "not charging" when my iPad is connected to a PC?

iOS reports "charging" to apps whenever the device is connected to a PC, so third-party apps cannot distinguish between the "connected and charging" and "connected and not charging" states. This is mostly the case with iPads, which need more power to charge and for which the power provided by a PC is not enough.
